The Twin Parish Port Commission (Iberia and Vermilion) gives notice that it intends to issue request for proposals from developers, retailers, businesses, and others for the design, development, construction, and operation of retail development components at its Bayou Carlin Cove Boat Launch and Pavilion in Delcambre, Louisiana.

Bayou Carlin Cove is a $4 million, 14 acre site that contains a four-bay boat launch, pavilion, docking and fishing piers, and vehicle and trailer parking. The facility occupies approximately ten (10) acres of the site, the remainder of which, approximately 4.4 acres, is available for commercial development.

The proposal will stimulate economic activity in the Port’s district while providing goods and services to customers of the newly built facility. The Port created a business plan for the facility in which it identified the potential investment opportunities for a bait shop, RV park, dry stack boat storage, among others. The site is currently operational as a boat launch, boat dock, and event venue.

The Port seeks to enter into a lease with one or more developers committed to establishing retail components at the site for the long term. Short term leases for smaller or mobile components will be accepted. The target areas for development are described below and are identified on site maps provided. The six target areas are shown below with a list of suggested retail uses. (Area F is currently used for parking and is available for mobile businesses only.)



  • a bait and tackle shop with sufficient and comparable square footage and parking;
  • a retail store of any variety with appropriate marketability for the region with parking;
  • a restaurant with sufficient parking ratios and capacity;
  • an RV park with necessary infrastructure;
  • a dry stack boat storage facility;
  • a stand-alone ice dispenser for individual and bulk bagged ice;
  • a concession stand or specialty store for prepared food sales;
  • a boat wash facility;
  • a fueling station with above ground storage capacity;
  • a fish cleaning station;
  • a jet ski rental and storage facility;
  • a canoe/kayak rental and storage facility;
  • a tour boat operation;
  • shrimp boat tours or charter;
  • any other facility or operation suitable for the site;
  • a combination of any of the above.
